I've been told that the guitar controllers for GH:Live are compatible with any platform, but the wireless dongles are platform specific. I have one PS4 and one PS3 dongle and two guitar controllers. When I plugged in the PS4 dongle to my PS3, that controller synced as player one, but wouldn't let me play - which is expected. For Rock Band 4, yes assuming you have the proper dongles for all the controllers. The only Guitar Hero that's playable on PS4 is Guitar Hero Live and that does not support older controllers because it requires the 6 fret controllers that were made specifically for that game.
To fix this problem, you will need a tiny piece of cardboard. Start by taking off the faceplate and neck of your guitar controller. After that, cut the cardboard into little pieces. Put one part inside the place where the neck of your controller sits. If the piece is a bit big in size, consider folding it.

I actually have bought the wingman XE off Amazon and it works well for pairing PS4 or even Xbox controllers to the PS3. However I never personally used a Guitar Hero controller. But that link states that the Activision brand Guitar Hero controller should be compatible.
